Campaign cost governance

Campaigns that issue coupons can opt into cost governance: a hard budget, split across stores, locked by approval, and burned down in real time. The ceiling holds even under heavy concurrent sends — and when the budget runs out, the campaign pauses or keeps sending with the coupon block hidden. It never silently downgrades to a universal code.

02Split it across storesDivide the total across stores with an HQ reserve (12% by default) — even-split, per-row edits, or CSV export → edit → import with a preview before anything applies. Stores + reserve must equal the total; the invariant is enforced.
03Approve & lockThe budget amount selects the approval chain — bigger budgets need longer chains. Final approval automatically locks the budget, so the moment sign-off lands, the ceiling is live.

Store managers request top-ups, approved by an officer and funded from the HQ reserve; officers bulk-adjust quotas or reclaim budget from low-burn stores. A break-glass raise takes effect immediately — but requires a reason, gets a mandatory review within 24 hours, and repeat use auto-escalates.

Every code's cost moves through the ledger with per-code idempotency, so retries never double-count. Redemptions write back in real time, and a batch import API (POST /api/v2/coupons/redemptions/import) converges OMS/POS records through five explicit row states; anything that doesn't reconcile lands in a queue for a human true-up verdict. Finance exports ship as CSV — ledger detail with merchant store codes and dual timestamps, plus a period summary — with the caliber notes embedded in the files.
